Diff file header when creating an MR does not stick

In the diffs tab, in the MR creation form, the first file header floats on scroll:

added Create [DEPRECATED] frontend typebug labels

Something similar is also happening when viewing diffs, looks related:

Though for me it works find on Chrome and FireFox, only fails on Safari.

@filipa is it only happening for you on Safari?

wasn't this fixed in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/25913 already?
