Resolve "Blob index data does not include project_id"

Include project_id (as an integer) when indexing blob.

This is a port of the Ruby indexer MR https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/10020, and is required before we can remove Ruby indexer.
