I'm manually updating the recently tagged 0.21.0 version of gitlab_kramdown. With: !3185 (merged) merged, we should be able to reintroduce a version of Kramdown that requires Ruby 2.7.6 and opt-in to it, rather than breaking pipelines on it because a base image is unversioned.
