Add files API restriction page to navigation

When gitlab!68645 (merged) lands, we need to add the new page to the left nav. I'm not sure where to place it, though. The new page itself exists in user/admin_area/settings but the API it's restricting is documented in api/repository_files.md. Should the nav go with the other admin area settings or next to the repository-files page?

My initial guess is with the repository-files page, but it is 100% a guess.
