Fix Ruby 3.2.3 patches in support/bootstrap

What does this merge request do and why?

As mentioned in gitlab-build-images!788 (merged), we can drop the fix-ruby-xfree-for-libxml2.patch since this now ships with Ruby 3.2.3.

How to set up and validate locally

1. On a new image (e.g. docker run -it ubuntu:22.04), install a new GDK.
2. Validate that Ruby 3.2.3 gets installed with the patches.
