Update to Ruby 3.2.3

What does this MR do and why?

Drop fix-ruby-xfree-for-libxml2.patch since this now ships with Ruby 3.2.3. This matches the change in omnibus-gitlab!7364 (merged).

This is needed to make Omnibus builds work: gitlab#438816 (closed)
