Fix platform setup for Arch and Fedora

What does this merge request do and why?

Platform setup functions were not running for Arch and Fedora since !2342 (merged), and started to fail after a success check was added in !2829 (merged). This MR bring platform detection logic back.

Fixes #1626 (closed).
