Native Apple silicon support

What does this Merge Request do and why?

This MR updates the GDK to support arm64 on macOS (Apple Silicon).

• Need Update grpc to 1.42, protobuf to 3.19 (gitlab-org/gitlab) merged.
• Need Bring back grpc 1.42 update (gitlab-org/gitaly) merged.
