Label interactions have inconsistent results
Problem
- The click interaction on a label in the board results in two system responses:
- Filters / Un-filters the board by the label
- Shows the issue details (side panel slides in)
Is there a use case for two system responses for this interaction? What is the primary goal of the user when clicking a label?
- In the side panel, if I click on the label nothing happens
note: we tested the behaviour with @mvanremmerden and in his case clicking in the side panel loaded the label descriptions in the page. Not sure if this is a browser issue but worth investigating further (adding the bug label for that).

Proposal
I propose to specify only one system response for the label click interaction in the board based on the most common use case. I believe that would be filtering the board, although would be good to verify with research.
For the labels within an issue, I am not sure it is intuitive to apply interactions that do not relate to the issue, such as filtering or un-filtering the board.
