Reset milestone filter when clicking "Any Milestone" in dashboard

What does this MR do?

Remove the milestone_title parameter from URL when selecting Any Milestone on the issue / merge request dashboard.

Why was this MR needed?

When selecting Any Milestone while no other filter was active, the message from https://gitlab.com/gitlab-org/gitlab-ce/issues/43246 was not displayed.
