View time tracking info in issue board contextual sidebar

Per (https://gitlab.com/gitlab-org/gitlab-ce/issues/31331#note_28107721), this should be worked together with issue weights to issue sidebar: https://gitlab.com/gitlab-org/gitlab-ee/issues/1379.

The issue board contextual sidebar does not currently show the issue’s time tracking information. However, if you open up the contextual sidebar inside an issue, this time tracking information is displayed in the sidebar. We should add the time tracking information into the issue board contextual sidebar to keep them consistent.

It also looks like there is an inconsistency with weights in the sidebar as well (https://gitlab.com/gitlab-org/gitlab-ee/issues/1379).
