[Meta] Revising our project navigation order

Plan

• Remove Graphs tab: #18713 (closed)
• Cleaning up our navigational order #26348 (closed)
• Move and Rename "Network" to "Contribution Graph" #26791 (closed)

Original proposal

In the light of #23007 (closed) which changes the settings menu to a navigation tab I think its time to restructure our other navigation tabs to:

• make more sense in general
• make room for future alterations and additions
• make idea-to-production a core part of our navigation structure

Design

• The greyed out items are not yet there, but will most probably be in the future.
  • Custom Project Dashboard: #22551 (closed)
  • Monitoring: #23841 (closed)
  • Feature groups/flags: https://gitlab.com/gitlab-org/gitlab-ee/issues/779
  • Canary deploys:
• The items between parenthesis will most probably be removed or merged into different items
  • Readme.md: will probably be solved by #22551 (closed)
  • Builds: will be removed in the near future.
  • Graphs: #18713 (closed)

Points of attention:

• I am not entirely sure on the "registry" placement
