Draft: Add a Relay fragment with AutoFlow on CNPG
Adds a caproni fragment that runs Relay next to the monolith: the Relay chart from the gitlab-agent theseus/contract-on-rig branch, CNPG with three AutoFlow databases and Valkey from gitlab-dev-stack, a secrets chart for the shared secret and the Valkey password, values that declare autocore's databases through the infrastructure contract, and Rails overrides that point gitlab_kas at Relay's API Service. scripts/relay-image.sh builds the image into the VM and scripts/smoke-relay.sh verifies the whole path in seven stages, including agentk, an AutoFlow hello flow and the contract-delivered databases.
