Draft: Add identified PostgreSQL databases, roles, and TLS to gitlab.infrastructure.v1
Extends gitlab.infrastructure.v1 so a service can declare several PostgreSQL databases (postgresql_databases, a list of NamedPostgreSQL entries, mutually exclusive with the singular postgresql) with per-database roles, SSL mode and a TLS Secret, all documented on the fields and guarded by CEL rules. Consumed by the Fairway, LabKit, runwayctl and Relay MRs of this experiment.
