Adds a deprecation message to the golangci-lint images built by this project.

This is part of Deprecate registry.gitlab.com/gitlab-org/gitlab... (#131 - closed).

The Go guidelines have been updated as well Deprecate custom golangci-lint image (gitlab!146143 - merged).
