What does this MR do and why?

Adds a ginkgo v2 CLI to the operator build image.

Background

Ginkgo v1 is no longer supported and deprecated in favor of ginkgo v2. The migration to v2 for the operator is currently WIP in gitlab-org/cloud-native/gitlab-operator!574 (merged).

The ginkgo v1 CLI is not removed in this MR to avoid the failure of operator-pipelines without the ginkgo v2 changes.
