Update Danger config to use new type & subtype labels

As part of https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/1202, the ~"type::tooling" label and its related sub-labels will be removed, and typemaintenance maintenance will be used instead. Since typemaintenance maintenance labels are already treated functionally the same as tooling, additional changes are not needed.
