Update labels to maintenance::dependency

This will need to be merged around the same time as the label rename that is planned in https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/1202

~"dependency update" will be renamed to ~"maintenance::dependency"

Targeted for 2022-03-16.
