Allow assigning only GitLab Duo AI as a reviewer
Follow up to #219, based on !1367 (comment 2850011816)
At the moment, if you uncheck all reviewers (random coach and existing reviewers) and leave only GitLab Duo AI selected, the review assignment fails with a “Something went wrong” error.
It should be possible to request a review from GitLab Duo AI alone.
