docs: update release template with instructions to copy the changelog to the MR descriptions

I added this line to the issue description for Release Version v3.31.0-gitlab (#610 - closed). I think it's a nice inclusion, and @hswimelar mentioned that reviewers appreciate having the changelog so I thought I'd add it to the template too.
