feat(api): enforce short timeout on DLB replica lookups

What does this MR do?

Related to chore(datastore): add a timeout when getting an... (#1322 - closed). Uses the same timeout as used in Rails (gitlab!159633 (merged)). This is a good starting point that we can fine tune once the DLB feature goes live.
