Draft: Switch the Relay chart to the infrastructure contract

⚠️ Experiment, not to be merged. Part of the Relay-on-Theseus PoC (Refs #1082). The findings are summarized in Relay on Theseus: what's missing.

Pins Fairway to its postgresqlDatabases branch, declares autocore's databases through infrastructure.postgresqlDatabases and autoflow.infrastructure_contract instead of mounted connection files, configures the hook Jobs from a hook ConfigMap, and adds scripts/chart-assert.sh with render assertions. Targets the theseus/caproni-rig integration branch (master plus the sub-project 1 commits and the contract reader); the caproni rig MR declares the matching values.
