Draft: Add a Fairway-generated Helm chart for Relay

⚠️ Experiment, not to be merged. Part of the Relay-on-Theseus PoC (Refs #1082). The findings are summarized in Relay on Theseus: what's missing.

Adds .runway/fairway.yaml, scripts/chart-gen.sh (Fairway generation plus two anchored patches for what Fairway cannot express) and a committed chart/ with a templates/custom overlay: extra Services, a k8s-proxy route, and autocore migration and db-add hook Jobs. Consumed by the gitlab-caproni rig first; see doc/theseus.md.
