OTEL metrics

  • Export build info using OTEL

  • Plumb through OTEL metrics provider

  • Export OTEL metrics to Prometheus

Relates to #359 (closed).

Closes #462 (closed).

I was just experimenting to learn more about OTEL metrics API. Looks solid. For now I'd like to merge what I have so far. I'll replace all other custom metrics with OTEL later.
