Specify rules for .docs job template

Specifies rules in the .docs job template. This ensures that docs jobs do not run in dev where they are not needed.

Related to #1400 (closed) because 'review-docs-*' jobs were attempting to run in dev but 'needs' docs-lint markdown, which is not included in dev.
