Adapt NGINX Ingress RBAC to version 1.3.0

What does this MR do?

Backport of !655 (merged)

This MR enables NGINX Ingress controller to access to coordination.k8s.io/leases resources for leader election. This is required for version 1.3.0.

The change was introduced in GitLab Chart via gitlab-org/charts/gitlab!3278 (merged). This MR picks the required changes into Operator.
