CI: retry `pull_charts` job on failure

What does this MR do?

CI: retry pull_charts job on failure

pull_charts often fails due to #1076 (closed).

In the meantime, let's add a retry as that is the action that maintainers are taking to work around the failure. This will help avoid roughly 5 issues being opened by issue-bot when this failure occurs due to it happening on 'master', 'stable', tags, and dev pipelines.
