What does this MR do?

Reconcile every KAS Service from the chart

The KAS reconciler now creates or patches every Service the chart renders for KAS, instead of only the first one found by component. This prepares for the dedicated -kas-grpc Service that the chart adds for the KAS gRPC Ingress with Traefik.

• Equivalent MR/issue for omnibus-gitlab opened
• Validate potential values for new configuration settings. Formats such as integer 10, duration 10s, URI scheme://user:passwd@host:port may require quotation or other special handling when rendered in a template and written to a configuration file.
