What does this MR do?

Skip Spamcheck on Chart 10 and up

Related to deprecation of Spamcheck GitLab chart: Remove spamcheck subchart (gitlab-org/charts/gitlab#6471 - closed). Removal relevant code in Operator would happen after oldest supported chart would be 10.0
