What does this MR do?

Add support for OpenShift 4.20

• Add CI testing for OpenShift 4.20.
• Remove CI testing for OpenShift 4.16 per our support policy.
• Update related user-facing install documentation.
• Update our OLM release issue template to have instructions for new OCP releases.
