Renovate bumped go.mod and GO_VERSION but left .tool-versions behind, so check_go_version failed on the mismatch. The pinned golangci-lint image was built with Go 1.26 and refuses to lint a module targeting 1.27; v2.13.1 is the first release built with 1.27. That version also adds checks the tree does not satisfy yet. They are excluded with TODOs rather than fixed here, because the automated fixes alone touch 82 files and would bury a dependency bump.
