docs: Minor changes to runner controller scopes docs

Description

Help text improvements for runner controller scope commands.

Applies GitLab documentation style guide and recommended word list guidance to the runner-controller scope command help text:

  • Replace "admin-only" with "administrator-only" across all instances.
  • Remove "Currently, " from Long descriptions in scope create and scope delete (word list: do not use "currently" when describing the product).
  • Rewrite "which allows the runner controller to evaluate jobs" in scope create to use active voice instead of "allows" (word list: avoid "allow" and "enable").
  • Added backticks around the --instance flag.
