Upgrade Fastlane, Cocoapods on Monterey
What does this MR do?
Related to gitlab-org/gitlab#408283 (closed), this MR upgrades to the latest versions of Fastlane and Cocoapods for macOS Monterey.
Why was this MR needed?
As mentioned in gitlab-org/gitlab#408283 (closed) these older versions are causing issues for folks trying to set up code signing and iOS builds on these machines. User don't think to upgrade these tools on their own, and will just report problems with the runners.
