Add Windows ltsc2025 and ltsc2025-arm64 versions of runner-helper base images

This change modifies the windows target in docker-bake.hcl file to create ltsc2025 and ltsc2025-arm64 versions for both nanoserver and servercore.

This change helps to resolve Issue #8 (closed)
