What does this MR do?

CI: Update default image

Use the new GitLab chart CI image with updated tools version introduced in gitlab-org/gitlab-build-images!1161 (merged)

Together with gitlab-org/gitlab-build-images!1169 (merged) this should fix the current failures in the pin image jobs.
