Provide a way to disable the usage ping options #800
These changes allow the usage ping to be disabled. I'm not sure if you would want the option for this to be located under appConfig or not.
Deploying to our cluster with the new option set to false (enableUsagePing: false) unchecks and greys out the option (with a handy message) in the admin UI:
