Provide a way to disable the usage ping options

Summary

As described here: https://docs.gitlab.com/ee/user/admin_area/settings/usage_statistics.html you can turn off the usage ping via options in ruby or yaml. The only problem is I could not find any options or doc on how this would be done in the charts.
