Bump CI_TOOLS_VERSION from 4.22.0 to 5.53.0

What does this MR do?

This is a backport of !4988 (merged) to 9-11-stable, so that the required CI tools version is in place for the 18.11 release line.

Note: !4934 (merged) (charts publishing verification) is already on 9-11-stable, so unlike the equivalent 9-10 backport (!5000 (merged)) this MR only carries the CI_TOOLS_VERSION bump.
