Bump gitlab-zoekt chart to 3.10.0 on 9-10-stable

What does this MR do?

Bumps the gitlab-zoekt chart dependency from 3.8.3 to 3.10.0 in Chart.yaml and Chart.lock.

This is step 5 of the backport chain for 18.10 (SM).

Why 3.8 → 3.10? The gitlab-zoekt chart is moving to a version-per-GitLab-release scheme where the chart minor matches the GitLab minor it supports (3.<gitlab-minor>.x). The previous 3.8.3 pin predates that scheme. Since 9-10-stable ships GitLab 18.10, it now pins 3.10.x. See stable-branches.md.
