Bump gitlab-zoekt chart to 3.8.3 on 9-10-stable

What does this MR do?

Bumps the gitlab-zoekt chart dependency from 3.8.2 to 3.8.3 in Chart.yaml and regenerates Chart.lock.

This is step 5 of the backport chain for 18.10 (SM) to verify compatibility with gitlab-zoekt-indexer v1.11.1.
