Backport: Guard Gateway API route templates with service enabled checks

What does this MR do?

Backport !4916 (merged) to 9.10 as it solves several potential warnings and unnecessary rendered resources.

Changes from !4916 (merged):

  • Do not guard the KAS BackendTrafficPolicy as this feature is not present in 9.10.
  • Resolve a minor conflict in the spec.
