Fix inverted namespaceInPath condition for pages Gateway listener

What does this MR do?

Fixes an inverted condition for the Pages Gateway listener wildcard hostname.

When namespaceInPath is disabled (the default), Pages uses wildcard subdomains (e.g., *.pages.example.com) to route each namespace to its own subdomain. The condition was inverted, applying the wildcard only when namespaceInPath was enabled, which is the opposite of the intended behavior.
