What does this MR do?

Fix Envoy policies using namespace in target ref

  • Envoy policies must target a Gateway in the same namespace and the namespace must not be specified in the spec.
  • If a Gateway in another namespace is configured, the chart will not omit those policies.

Fixes CI failures seen in https://gitlab.com/gitlab-org/charts/gitlab/-/jobs/12981572170
