What does this MR do?

CI: Deploy external valkey to one review envionment

  • Rename GKE 1.34 Gateway API vcluster environment to "flux" environment. This envionment is meant to deploy components meant not being default components yet.
  • Deploy external valkey to flux envionment.
  • Uses the latest official valkey chart (0.9.2, deploys valkey 9.0).
