What does this MR do?

Update Prometheus chart from 27.23.0 to 27.39.0

This bumps the deployed Prometheus version from 3.4.2 to 3.6.0 to align the target Prometheus version of Omnibus:

  3. Confirm the Prometheus version

  4. Check metrics are being scraped.

    1. Deploy a Ingress or port-forward traffic
    kubectl port-forward -n gl-moni services/gl-moni-prometheus-server 9090:80
    1. Check the scrape targets at http://localhost:9090/targets
