What does this MR do?

Previously, clicking on the text when the secrets file is lost would route to the link https://docs.gitlab.com/administration/backup_restore/backup_gitlab/#when-the-secrets-file-is-lost, but upon visiting that page, there's no corresponding section detailing steps of what to do when the secrets file is lost.

However, I found link https://docs.gitlab.com/administration/backup_restore/troubleshooting_backup_gitlab/#when-the-secrets-file-is-lost which does have a section corresponding to detailed steps of what to do when the secrets file is lost and thought to include it as the link instead.
