What does this MR do?

Update default NGINX controller from 1.11.5 to 1.11.7

• Update the default tag from 1.11.5 to 1.11.7. The tag will be mirrored to the GitLab registry with gitlab-org/cloud-native/mirror/images!12 (merged).
• UBI and FIPS builds will be added in gitlab-org/cloud-native/charts/gitlab-ingress-nginx!30 (merged).
