Add support for Kubernetes 1.32

What does this MR do?

Add support for Kubernetes 1.32

  • Add GKE 1.32 and EKS 1.32 tests.
  • Stop testing EKS 1.31.
  • Move vcluster tests to GKE 1.32.
  • Drop 1.29 testing, because its EOL.
