What does this MR do?
gitaly: Add negotiation timeouts
Gitaly has configurable negotiation timeouts [1] which were not previously exposed in the Chart. This meant these values are not configurable by the user when Gitaly is deployed via the Helm Chart.
Expose these values in the ConfigMap template and add documentation.
