Resolve "Upgrade Redis Chart to version 7.x"

What does this MR do?

bump bundled Redis chart version ( 6.2.16 ) to match present version shipped with Omnibus ( 7.0.15 )

UPDATE we need to bump version to 7.2.x to satisfy gitlab-org/distribution/team-tasks#1694 (comment 2363975949)

UPDATE 2 This now targets reids 7.0 again, see gitlab-org/distribution/team-tasks#1694 (comment 2390563404).
